1490-1493 were "rider cars" with conductor compartments for service on mail 
trains and thus were different from the other BA-10A's.. 1491 lasted until 
about the end of the "Fast Mail".

I guess it could be a stand in - just as the arched roof is a stand 
in for the D&RGW version, or a Rapido is a stand in for the BA-19.
