The history of the CB&Q's Twin Cities line is an interesting one and your 
summary is a good one.....

..... but there is a great deal more to the story.... the CB&N was the 2nd  
attempt by the CB&Q to get to the Twin Cities.
The Milwaukee Road line on the West bank of the Mississippi was actually 
started by the CB&Q.  Because of the bad earlier experience the financiing and 
construction of the CB&N was fairly independent of the CB&Q proper and they had 
a hard time getting the line into the fold when it was completed... even the 
locomotives were non-CB&Q pattern.... it looked like the VP they put in charge 
of the line thought he was going to steer it into the NP rather than the CB&Q. 

.....also, the Northern Pacific did not use the CB&Q to get their trains into 
Chicago until after the construction of the new Union Station in 1925.   
Apparently the old Union Station did not have the capacity to handle the NP 
trains and they were routed into Chicago over the C&NW and used the Madision 
Street terminal until then (after the bankruptcy of the Chicago & Northern 
Pacific and the Wisconisin Central losing Grand Central Station).
