Dome seats were unreserved so yes, you could sit there forever (I did on short 
trips like E. Dbq to LaqX as well as E. Dbq to Seattle except to eat!)   Parlor 
seats were ticketed and Conductor/Trainmen knew who belonged & who didn't.

 

Getting back to the domes, Q promoted the fact that they were free to everyone 
& it may strain our imagination that everyone would not flock there BUT a lot 
of people were happy with the seats next to the large lower level windows, no 
stairs, etc.
