[CBQ] A modern F7 in Q pasenger paint!

I happened to come across the following link of an F7 in Q PASSENGER paint 
scheme. Does anyone know anything about this? Perhaps a Q fan that owns this RR 
and decided to paint in like our RR. Is it a tourist line?
