[CBQ] "drover's caboose" (waycar)

My thanks to those who answered my question regarding the #211239. I didn't 
think to much about the orange paint being in MOW service. I know one shouldn't 
do this, BUT may I assume this never was a "drover's caboose", but a bunk car 
in MOW service with the snow plow as mentioned?
