A couple of factors here:

When they were finally willing to practice the concept
that trains did not need to be yarded and torn apart at
interchange points, (in the case of the CB&Q about 20
years too late), it became obvious that waycars were
going to start to get mixed up. Thusly if we have a
train operating Lincoln to North Platte we are not going
to hold the customer's traffic just because we do not
have a correct waycar available.

As the 60's progressed into the 70's it became more and
more a practice in terminals like Chicago to run a transfer
to another road or point and then cab the crew back. This
gradually got both power and waycars rather scattered
around the city.

One of the end points we have reached through this process
is the concept of treating locomotives as "generic" rather
than worrying about what road name was painted on them. In
reality this change should have occurred when the railroads
dieselized but it took much longer than that.

Before dieselization this was not practical. Let's say that
the CB&Q was willing and able to build up a nice train of
traffic for Bellevue OH and beyond for the NKP. More than
likely they would drag this over to Stony Island with
something like an O3 2-8-2. I think it's quite obvious
that that locomotive could not have fulfilled the NKP's
service commitments. (Will not address the ATS issue.)

In contrast; today we take an Intermodal train over to
Ashland Ave with two C44-9W's. These units will be able
to handle that train to whatever terminal it's going to
with no penalty in running time. So they use them and once
they get to say, Columbus, they just become part of the
flow of locomotives on that portion of NS. There is no
compelling reason to get them back to BNSF until they are
either due inspection or bad order.

If we were still using waycars the same concepts would
apply.
