Thanks for your response.  The units I?m helping with are Q units so the
subsidiary lettering would be absent.

Hi Dave,

On a couple of blue line (as opposed to blue print) F3 drawings I
have for the "Q" from EMD, it looks like those would read "C&S"
or "FW&D" in black 2" letters.

There is also a notation that this lettering is to be "used only
when called for on final dev.(delivery?) paint release".

My drawings are dated from 1947 and the placement of this lettering
is a bit different from what you describe.
On the drawing for the "B" unit, this is shown as centered below
the "BURLINGTON" and the bottom of the lettering is 1" above the top
of the engine # :

BURLINGTON
C&S (or FW&D)
116-B

On the "A" unit this notation is shown as 1" above the number that
is located below the front sand box filler door.

There is additional notation in the remarks box on the F3 "B" unit
drawing that shows the addition and location of the C&S/FW&D was
done 7-6-50.

Both drawing show the black as DUCO 254-2234 and the "B" unit adds a
paint # of XL-6628 from "MASON".

Hope that helps answer your question although, like I mentioned
above, my drawings are from 1947 with the change shown in 1950, so
there were probably changes throughout the years.
