-Kind of depends if you are refering to a switch crew inside yard 
limits ,a local crew , or a train that picks up and sets out between 
origin and destination. switch crews had a switch list that they 
recieved at the yard office from the yardmaster or chief clerk this 
was often updated or changed during their period on duty, the local 
train crew also had their switch list but it was usually made out by 
the conductor from info on the waybills for set outs and from waybills 
and list left in waybill box at depots left there by station agents 
for the pick ups , trains that made set outs and pick ups in route 
usually had instructions with the waybills when they left their origin 
terminal and either received their pick up instructions from a station 
agent or at night from the operator on duty , if changes were made 
after original game plan was made train dispatcher would contact train 
order operator somewhere ahead of train and have him hand up 
instructions to train crew . Remember, all this happened when there 
were real people working 24 hours a day at stations ,depots ,and yard 
offices along the railroad to take care of these tasks by making 
lists , waybills, consists , ect, before all this electronic crap came
