In the seventies the US made a "terrific" deal with the USSR to sell
thousand (millions?) of tons of wheat. Since this traffic overwhelmed
the railroads' supply of C6 covered hoppers (grain cars) other means
of transportation was needed. Coal hoppers in temporary storage were
enlisted to help in the movement of these enormous quantities of grain.
After a thorough cleaning (using STEAM) the cars were fitted with semi-
permanent polyurathene covers that remained with the cars for the
duration of the service.
A result of the MT movements of these "covered" coal cars was the
discovery of the fact that they pulled MUCH easier than an MT coal
train without covers due to much lower wind resistance.
