Thanks for your reply.  Do you know what the "N" on the signal number 
placard denotes?

I'm almost positive that the flood picture is taken way before the 40's 
due to the obvious age of the other negs that were with it, which show 
early vehicles, railway equipment, etc.   I'd be very surprised if any 
of them are post 1940.
