[CBQ] BLI Switchers

The 1st Run of the CB&Q BLI SW7 (stock numbers 656  #9263 and 657 #9266)
did not follow revised artwork and had the sill stripe reversed.  The
current production BLI NW2 stock number 139 #9248 has the correct
configuration and extra sills were made for customers who have the first run
and want to correct it.  Contact BLI Customer Service.
The AT&SF/C&S unit has the diagonal delineators and has the sill with the
correct yellow over red narrow stripes.
