In 1968 these units would be System locomotives and be used anywhere.
The assignments shown for System,Thru Freight units were just a way
of balancing shop loads. While Annuals and Semi-Annuals would probably
be done at the point of assignment the Monthly inspections could be
done anywhere.

Units needing heavy repairs could be shopped at a number of locations
depending on shop loads and where the unit was located. Denver did not
do a lot of heavy work as they had a smaller work force. Clyde and
Lincoln would be the best choices with engine or main generator changes
probably going to West Burlington.

The whole idea was to keep the work loads balanced. There were always
ideas about how to "pattern" the Monthly inspections so they could be
done on a cycle basis but I never saw one the actually worked as
intended.

The EL tried to do it by model at Marion OH. That is why you often saw
their consists with three units of the same model. This system did not
work out well because their "System" locomotives ranged from 2400 to
3600 horsepower. The train sizes would be pretty much the same but their
cycle created big and small power consists.

  TO LINES EAST OR LINES WEST AS FAR AS POWER DEMANDS THROUGHT OUT THE 
  SYSTEM.  FOR EX: GP-30'S BEING USED IN KANSAS CITY-CHICAGO-ST. PAUL IN 
  1968 EVEN THROUGH THEY WERE ASSIGNED TO LINCOLN.  IF GP-30'S OR GP-20'S 
  BEING USED ON CHICAGO- DENVER RUNS NEEDED SERVICE(HEAVY REPAIR WORK) 
  WOULD THEY GO TO WEST BURLINGTON SHOPS OR TO LINCOLN OR DENVER SHOPS.
