A very simple explanation for the one car trains.  MONEY.  The Chicago Union 
Station Company, a separate entity, charged $10 for every car operated on their 
property.

  also I've seen pictures on other sites of what are probably mid-day 
  trains witch some had ony 2 or even 1 car trains. Now while it may not 
  be all that suprising for the reailroad to have less cars durring rush 
  and non-rush hours while the inner Chicago suburbs might of filled up, 
  the outer suburbs would of still been growing. and while we're at it, 
  I understand Route 59 just outside Naperville opened in 1989. 
  Interesting since most Metra stations were built at least when steam 
  was operating. but anyway, why would they even runs trains with so 
  little cars? 1 one car train I probably wouldn't even call a train. 
  just an engine pulling a car. if they ran non-rush hr. trains every 
  hr, I would of thought they should run them every 2 or 3 hours and not 
  waste fuel and money. so what was with that?
