You know, I think that there is a very key sentence in here that may hold the
clue to a lot of this...
"The Metra Police Department advised they had no knowledge of anyone taking
photographs"
If said individuals called or saw some Metra officers and said "we're railfans,
we're going to stand over here and take some photos of the locomotive when it
comes in", in most cases there shouldn't have been a problem. Yeah, there's
always going to be some yahoo Barney Fife who wants to be a jerk, but most
police officers could care less as long as they've been informed...
