Here are some answers to some of the questions you had to the best 
of my knowlege, hope this helps

 
1. In Burlington Route Color Pictorial volume 1 there is a picture 
of #7020 with an oil tender. Does anyone know where I can find 
drawings or a better picture of the oil tender so I can convert my 
model from coal?

Answer- try the book by Bernard Corbin "Steam Locomotives of the 
Burlington Route"  it has many pictures of various tenders along 
woith some good line drawings
 
2. Did the cab roof on the Mountains ever get the oxide red roof 
coating?

Answer - Yes I have a few photos of the Mountains having red oxide 
roofs from around the Alliance, NE area

3. The painting color guide on the BRHS website says to use Floquil 
graphite for the smoke and fire box, but all the picture I've seen 
look to be more silver than graphite. Any other color suggestions?

Answer - I belive it was a darker shade of silver from various 
photos but the graphite color will depict the weathering and soot 
that accompanied these locos.  the 4-8-4 in Sheridan, WY on static 
display is a darker silver color.
 
4. Microscale decals come with Gold and Imitation Gold letters & 
numbers. Which is correct for this engine? Is the engine number on 
the rear of the tender and if so, where and what size?

Answer - lol... still pondering that myself due to b/w photos, but I 
belive the passenger locos were in the delux colors.
 
5. Were the bell, whistle or any other appliances brass or was 
everything painted black? 

Answer - from the photos in color I have of various CBQ steamers the 
bells, whistles, and ect were of the background body color.

6. The only pictures I've seen show the Mountains stand alone or 
pulling a train of heavyweight passenger cars. Did they ever pull 
freight or lightweight passenger cars?

Answer - on the "mountain grades" (some were 1% or better in places) 
between Edgemont, SD and Sheridan, WY they occasionally did 
doublehead the mountains if no larger horsepower power was not 
available.
 
7. What territories were the Mountains typically assigned to?

Answer - I can not help out there much... but there were several on 
the Alliance and Sheridan divisions for passenger power. I belive 
the book I mentioned above can help you out there also.
 
8. Which trains did they pull? For passenger trains, how many cars 
and what types in a typical train? I don't feel I need to model a 
specific train.

Answer - well they pulled the #41 and #42 passenger trains from 
Alliance, NE to Sheridan, WY and beond.... Billings I do belive of 
which had anywhere from 4 to 8 cars at various times throughout the 
year.
 
The other questions that you had I would not be able to help you out 
with.... hopefully someone out there has the info.  Also the answers 
I gave are probobly not system wide information due to the relative 
remoteness of the western region of the CB&Q out here in the Powder 
River area!! lol   Hopefully these answers help you out!!!
