Yes, the model plates were purely cosmetic. There were other roads
that got units with the plates, C&O GP9's come to mind. CB&Q seems
to be the only road that fell in head over heels on the concept.
I think the idea originated with EMD but I do not know why.
The U28B to U30B conversion, IIRC involves changing two electrical
modules. Could have been done at monthly inspections at Lincoln.
Have never seen dates.

There's an error in the Diesel Roster on the BRHS site that have just been
found.
150-154 were shown in error as U30C's but should be U30B's.
My apologies for this.
Also, in passing, 140-9 should be U28B's, later repowered up to 3000 hp, to
become the equivalent of U30B's. Some were given new model designation plates
to reflect the new situation.
Does anyone know the date when the repowering took place?
On the subject of model designation plates, does anyone know why they were
affixed to the diesels? Was it purely cosmetic?
