Another factor here is what State it was in. For some
reason the States have seen fit to regulate overhead
clearance. Thus the Railroad's standards vary from State
to State.

  The answer depends on the signal bridge.  Most of the signal bridges 
installed from 1913 on were built with about 24' clearance.  Some of the 
earliest "lattice" truss or "triangular" truss signal bridges that were 
installed west of Chicago had 22' clearance.  Most of these were relocated in 
subsequent years, and typically were reinstalled with new towers or raised on 
pedestals to bring their clearance to 24'.  If you want further detail on a 
particular bridge, let me know.
