In answer to a few of your questions....
Yes the Sleepers were fluted. They were fluted in what I call the Budd
Modified Fluting. All the NP, GN, and Q owned domes that ran in the Empire
Builder
and the North Coast Limited were finished in the modified fluting. Other
railroads used the modified fluting, Pennsy is one that stands out in my
memory.
Stainless steel cars from Budd with the modified fluting looked better running
with the smooth side cars from Pullman Standard, ACF, and St. Louis Car.
I've seen some photos of the cars in IC Paint saying "Pullman" in the
letterboards. As far as repainting I have no idea how long it would take the
shops to
repaint the car back to NCL colors.
