You have it right. I don't know the date (but it was
around 1960), it became official, but the old length
was end sill to end sill, and the new one was from
buffer to buffer(i.e. the inside surface of the
coupler). The change was made for operational
purposes. This would enable the operating dept. to
calculate the length of trains better.
