Russ - Be careful reading EMD "E" orders. They were created for
production convenience and often do not reflect the actual build. "E"
orders were (are?) taken out as soon as an sales inquiry is received.
In the early stages, it is just a file to collect any information that
Sales Engineering received or created. If a bid is made, there is a
corresponding "E" order. This is long before an order is finalized.
There were many more "E" orders created than deliveries actually
completed. In some cases, a new "E" order might be created after the
order was in process, usually due to a major specification change. I
have copies of "E" orders for BN GP49 "B" units that were bid in
competition to GE's bid for the B30-7A units built in the early '80s.
In some cases, several "E" orders are taken out initially and then
later consolidated as the order nears finalization. Sometimes, more
than one model was bid and the customer only chose one because that is
all they ever wanted. So some of the "E" orders that you are reviewing
may have been created knowing full well that not all would become an
order. Cancellation is only one possibility, and of course, some orders
were cancelled.

CB&Q cancelled a number of locomotive orders. These B/N's
were not re-used. Dates are based on where these units would
have fitted in with units actually built.
NW2's E565 1 thru 15 B/N 2160-2174 ca 1944.
E7A's E646 A11 thru A15 and B11 thru B15 B/N 2958-2967,
ca 1945. (1 thru 10 A & B were actually built).
NW2's E647 1 thru 50 B/N 2968-3017 ca 1945.
FT's E648 42 units, configuration unknown, B/N 3028-3069,
ca 1945. (As actually built this ended up as a 10 unit
F2A order so in reality this was a 52 unit order).
