Rule 46(in the schedule) states that a car no higher than the roof of the w/c
will placed ahead of the w/c to aid train inspection. This was a regular
issue as documented by the file entries of 1958 and 1966 with complaints
about high cars blocking views and access to the train. These correspondence
refer to a multitude of similar complaints prior to these.
I can tell you first hand a low car in front of the hack makes a world of
difference in spotting the trouble ahead. Savanna Yard crews were good about
putting a gon or hopper in front of the w/c well into BN days. Nowhere else
that I ran into or out of was.
