I agree with Greg, just used the latest message.

Perhaps you need to look at it from a different perspective.
I see many questions about why a particular locomotive or
waycar was used on a particular part of the Railroad. In
many cases "Work Rules" is the answer.

The prime example is the BNSF of today. When the
locomotive fleets were integrated in 1997 you could pretty
much say that no AT&SF unit was lead qualified on the BN
and no BN unit was lead qualified on the AT&SF. The way
the work rules are applied at different locations is not
uniform. The crews between Cicero and Havre would just
claim penalties for an AT&SF leader but from Havre West
the unit could not lead.

This problem is still with us and the commitment to make it
go away has not been easy to obtain.

Just recently 4 units were picked out for service out of
St Joseph where they have contract fueling and inspection.
The two Ex AT&SF units were made lead qualified just so
they could be kept there with no penalty issues.

I'm sure there were similar situations on the CB&Q.
