1917 Havelock Shops photo

I received a gift recently of a photograph of the Havelock Shops dated May 
29, 1917.
The photo has "Flag Raising Day" written on it. The workers and their 
families appear in the photo. Any idea what is "Flag Raising Day"?
It's a great shot, crystal clear with great detail of everyone and a stock 
car, a tank car, and a steam locomotive in the back ground.
