Referring to the picture of a CB&Q 2-10-4 #6313 at

I have two questions.
1. There is a tank in front of the short exhaust stack that I remember would
usually spout a stream of steam directed into the exhaust. Not all M4's had the
this tank as you can see in #6319 at

What was the purpose of the tank?
2. What was the meaning of the colored flags up at the top-front of the
engines? I remember seeing white and green. Were there other colors and what
did they mean?
