Subject: Railroads resume hazmat shipments

Railroads in the U.S. have resumed transporting hazardous materials
after such shipments were halted when the military strikes in
Afghanistan began earlier this week, according to the Association of
American Railroads.

The movement of "sensitive" cargo was restricted for a limited time
so the specific level of threat for transporting the cargo could be
determined, but all materials are again being shipped, the
association said.

Heightened security that was put in place after the Sept. 11
attacks remains in effect.

The restrictions that were put in place were voluntary, AAR said,
but were made after intelligence agency representatives and the
Department of Transportation consulted with the railroads.

The Association of American Railroads is continuing to operate a
24-hour command center that is linked to federal national security
personnel and the individual railroads' operations centers.

In addition, railroad police forces have increased patrols,
inspections and surveillance. The industry is continuing to restrict
access to its information systems.

A total of 46 commodities were affected by the ban, but the total
shipment volume amounted to 0.2% of the carloads of the largest
chemical hauler, Union Pacific, according to a report by Salomon
Smith Barney analyst Scott Flowers.

Flowers said that shipments were returning to normal on the major
North American railroad systems, and that the ban would result in
"minimal operating cost and service impact."
