Number of Motors

It seems as I add to my CB&Q inventory that the Q had a relatively small 
number of motors for the size of territory it covered. Did the Q merely use 
it's motors efficiently or am I missing the forest for the trees? Seems 
that motors need to be pulled off for maintenance, increased traffic on 
other divisions, etc. Thanks
