Billboard Reefers and Frisco depots

It is my understanding that the beautiful old "billboard reefers" which used to 
grace the freight trains of this country met their demise when the United 
States Supreme Court declared them illegal. I do not have a law librarynearby. 
Will anyone shed some light on the court?s reasoning, and, perhaps, provide a 
citation to the case?

On another matter, since the Frisco was absorbed into the Burlington systemI 
don't suppose this next question is too far afield. I was in Poplar Bluff, Mo., 
last week and saw the old Frisco depot there. It is classic Spanishcolonial 
architecture. It was reported that the Frisco had three of these on the system. 
Will anyone tell us where the other two were? The thing is absolutely charming, 
and would make a great model.
