Steve, I too suspect that air pay was a % or fraction of a an hourly rate at 
some prehistoric time. But I don't have the facts in any of my files or 
memory of conversations. I will check my "schedule of rates of pay for 
switchmen" to see if there is some definitive answer. Leo
