Bailey Falls doesn’t come up in my late 1800s or early 1900 ETTs but a google search confirmed my guess. It is a creek near Tonica on the I.V.&N between Streator and La Salle.
According to the April 1941 ETT the I.V. &N. Had been stubbed at Kasbeer so the trip couldn’t go the short route to Denrock via Walnut Jct and had to go via Mendota.

Further to my earlier note, here are two photos of the heavyweight observation, also taken on the June, 1941 fan trip. The first was taken at Mendota and the second was at Bailey Falls, IL (?).
