Could the concrete structure be a disused coaling tower?

Based on the furthermost GN Empire Builder observation car's number (1196?), the photo is reversed. Photo date is prior to 1967, when this series of cars were converted to coaches and the tapered obs section was squared-off. I don't recall the concrete structure or the shed being located in the 14th Street Coach Yard in Chicago but my familiarity of the Coach Yard started after late 1969. Could this possibly be located in the Twin Cities?
