Further adding to the mystery, the plate is rather large -- larger than most superheater plates I've seen -- and it appears to simply be a flat metal plate with painted lettering.  Perhaps it was applied by West Burlington with the AFE number and other specific job numbers against which all billing for the job was to be done.

Dan - In my O-5-A image collection, the rectangular superheater plates are all mounted over the circular builder's plates on the engineer's side of the smokebox. I see no evidence of any kind of plates being mounted on the fireman's side. Of course, plates were removed during shoppings and were not always reapplied afterwards. Yes, a bit of a mystery as to what the plate was that Hol mentions.

Might it be a superheater plate. I have a locomotive or two in my care that have rectangular superheater plates. I don't have a photo handy. However a google search for "superheater company plate" yields multiple images.
