Flangers are always vertically adjustable, and must be raised before encountering a turnout, rail crossing or road grade crossing, or mayhem results <grin> - They may be mounted to a separate car (D&RGW narrow gauge is a well-known example) or affixed to an otherwise-standard snow plow.
