- What is "short flagging"? Flagmen by rule were required to go back "a sufficient distance" to provide protection against following trains taking into account the maximum permissible speed, the grade,

- Short flagging is any flagging which fails to prevent a rear end collision...That's why the "sufficient distance" term is used. If there is a rear end collision, obviously, you did not go back a suff
