That makes sense. The original Rock Island mainline to Colorado was 
through St. Joseph. The Rock Island didn't build their gap filling line 
from Council Bluffs to their Colorado bound line across southeastern 
Nebraska until 1890s. So St. Joe would still had been prominent player 
at 1900 in Rock Island passenger traffic patterns. As was often in the 
case in the Rock Island's life, making the decisions to go west through 
first Leavenworth and then St. Joseph turned out to be poor for future 
traffic considerations.
