Carl,
I believe that picture was taken in East Alton, Illinois, the train coming off the CCC& StL there. That is most probably the "Big Four" depot. The train order signal is a GRS type "G" signal head commonly used by the New York Central System. Don't ask how I know it is East Alton, but I swear to have seen another picture from that same vantage point before, with that signal and depot, and recall the caption identifying East Alton as the location.
