Actually they are ground lights and mounted under the cab side windows used to visually detect movement so the engineer knows when the train starts to move used more on freight trains with tonnage with everything going on in the cab it's hard to detect movement especially at night  so on F & E units they are close to the cab steps and SD & GPs still under the windows but not the steps.

I would think the E-5Bs  wouldn't  have lighting because of this reason.
