I would agree with the comment about rebar being low value and shipped locally. As one of my former bosses referred to rebar as being made with “any scarp that will sink in water”.

I’ve never seen a load of rebar on the RR  nor a waybill in any historical research. On the other hand 

One might look for loads of steel rod, beams, L shapes, pipe and/or tubular products.

One last comment on rebar. The scrap docks on the east coast of the U.S. monthly ship many.

,many boatloads of the cheapest, lowest grades of scrap, defined as #1 and #2 heavy melt scrap to Turkey. There steel mills turn it into rebar and ship it back around the world. Much of it comes back to the U.S. east coat. Think Florida condos,etc.
