It’s the Santa Fe Bridge in Fort Madison IA. The picture was just reversed. Apologies I thought that this was already answered in this group. It might have been the BRHS group where the question was also asked and correctly answered with Fort Madison

I'll agree with part of Doug's reply; it's an early bridge (note single track) across the Mississippi River; not at Burlington, IA, but at Quincy, IL.  Foreground is Quinsippi Island in Quincy, IL looking across the River to the Missouri side.  I would defer to Phil Weibler to see if he concurs, as he spent his early years in Quincy (and took some great photos of the "Q" there!).
