Whistle ordinances in the suburban territory date from October 1957.
There were no crossings east of La Vergne, except for crossings in Cicero Yard for railroad use only. The original whistle ordinance applied to all crossings from Ridgeland Avenue at La Vergne to Loomis Street at Naperville, but there were exceptions. Use
of the whistle was still required at (1) Maple Avenue in Brookfield and (2) La Grange Road, Ashland Avenue, Kensington Avenue and Brainard Avenue in La Grange, and (3) Walnut Avenue west of Belmont.
In the Spring of 1958, the whistle ordinance was applied to the four crossings in La Grange. A year later the Walnut Avenue crossing was removed, and in October 1959 the ordinance was applied to Maple Avenue.
After this time, whistles were still required up to the 1970 merger, and at least into mid 1980's, at River (Thatcher) Road west of MP 30, and at Eola Road and McClure Road, both at Eola, and at Farnsworth Avenue Aurora until it was replaced by an overhead
bridge.
Whistles were still required in emergencies, and “when passing or meeting or about to pass or meet a train, at or in the immediate vicinity of grade crossings, under such circumstances that the second train will obscure, in whole or in part, the view of the
first-mentioned train to persons who may be about to use the crossing”.

I misunderstood your post as a confusion in understanding directional horns and how they were used.
Were there ever ‘quiet zones’ on the commuter districts prior to the BNSF merger?

Since the "twin" Q/BN horns under discussion mostlly/all both pointed "front", I don't see how your directionality comment applies.
