[CBQ] Assignment of 70T covered hoppers

In the early 1950's the CB&Q "assigned" several (around 25 cars) 70 ton covered hoppers for cement service in Washington state to the NP. By that time the Q had 900 cars built in Q shops. Plus they had sixty five cars leased from SHPX in 1948. The Q built another 1000 cars throughout the 50's. I can find no additional info on the leased cars. Would the Q have assigned their own cars or the leased cars as a sublease? With the Q half owned by the NP would the Q cars be treated like their own cars? 

In the early 40's the situation was reversed as the NP assigned several of their 30 leased cars to the Q and at at least one other railroad and requests came from several others. I'm not really certain how the Association of Western Railroads operated.
