One thing about painting wheels is what type of bearing is being used if its solid bearing (friction) trucks the wheel face is very rough from the oil leaking out of the journal boxes and picking up dust and dirt making  it  dull and usually with a little fresh oil around the axle getting sprayed out at speed then you have the roller bearing truck where the wheel face is usually fresh steel or rusty from storage at the rip track.

For the solid bearing I use a flat black paint with black weathering powder mixed in and after dry paint a little gloss black around the axle and hub of the wheel to simulate fresh oil.

Then I paint the inner side of my wheel sets and axles with a mix of rail brown and road grime.

After everything is dry I usually use an old set of truck frames and a Dremel with a wire brush and clean and polish the wheel treads.
