I'm confident such an idea was never considered and I've found nothing (internal correspondence) that suggests otherwise.  Anyone in Kansas City wanting to ride a fast train to Seattle boarded the City of St. Louis.  Anyone in Lincoln boarded the City of Portland in Omaha.  Aside from UP competition, Kansas City-Lincoln-Billings was too slow, too sparsely populated, and would have required additional train miles on both Q and NP (to avoid head-end delays at intermediate points). 

In the midst of the planning for the post-war Twin Zephyrs, Ralph Budd wondered (in a memo to Albert Cotsworth) about the feasibility of obtaining three consists, two of which would operate daily one-way trips between Chicago and (it was suggested) Duluth or Fargo, with the third set making a daily Minneapolis-Chicago round trip.  Cotsworth wasn't enthusiastic, and the proposal was never the subject of any serious traffic and cost analysis.
