I believe the NB, SB designations refer to non-absolute signal number plates on such intermediate signals ("N" being a signal on the north side of the governing track and "S" being for the signal on the south side). As I recall, all intermediate signals on the C&I (3rd Subdivision) had either a "N" or "S" pre-fix to the numeric signal number (representing the approximate MP location down to the tenth of a mile). Since the last digit of the signal number is the tenth of a mile designator, there's no need for a "N" pre-fix (odd number for westbound trains) nor an "S" pre-fix (even number for eastbound trains). In later years, the "N" and "S" designations were dropped from the non-absolute signal's number plates.
