Have you contacted the Pullman Library at the Illinois Railway Museum?  The Pullman Library a couple of million drawings including those from Budd.  Bombardier provided the drawings from Pullman-Standard to the Museum three decades ago and then the drawings from Budd.  While they retain ownership, they do allow the drawings to be scanned for modelers (and others).

If drawings that you are interested in have not been scanned, volunteers there can determine what further drawings there are.  Then the drawings will be scanned.  I am one of the volunteers who helps there.
