Hi,
On the east end of the Transcon, the UP has overhead operating rights between Chicago and Kansas City as a result of the BNSF merger and uses it extensively for Texas/Mexico traffic. To the best of my knowledge, the UP does not have reciprocal switch rights. There are a couple of people on the list that can probably more fully answer the question.
I believe there is a similar agreement on the west end of the Transcon but the city pair escapes me.
