Agents were required to file a daily report of cars at their station. This went to HQ. This was separate and beyond a switch list. Yes, the agent or his designate (at larger offices) would make up a spot and pull list for the crew(s). This would be for cars already at the town.
The Conductor would make a switch list for what was in his train. Then the two had to be co-ordinated to get the right cars to and from the right places.
