The MP206 published The Burlington Waycar Drawing Book has what you are looking for.

While out of stock at the publisher, it was stated last week on the list that Des Plaines Hobbies still has copies available for purchase.

I'm working on building a !/4" to the foot Q waycar and I'm looking for any plans showing the underbody construction details and or measurements.  I've found some pretty good elevation plans by searching the photo album at the BRHS website, but nothing showing the underbody layout.  If anyone knows of such plans and can steer me toward them it would be a great help.  It doesn't matter if they're 30' or the 28' version of these waycars.
