Congrats on the find!  I've been on the lookout for one of those in 3 rail also for a while now...  I picked up a used 3rd Rail S-4 Hudson a couple years ago and it didn't have the original instructions with it either, though I was in touch with Scott and he provided with a copy.  I even got a few new traction tires from him for it.  I've been in touch with him a few times, and though it may take a few days or maybe even a week he's always gotten back to me eventually.
