It is highly likely that a contractor was hired for this and yes, they did provide their own locomotive power.

I was handed this newspaper clipping this morning at the Henry County Heritage Trust board meeting in Mount Pleasant. The locomotive has a H K Porter builders plate and appears to be an 0-4-0. It has a saddle tank, but the woman behind the cab appears to be standing on a footboard. I checked Corbin's book and couldn't find a locomotive like this unless I missed it. Would the Burlington have used a contractor to put in the second double track and they would have furnished their own locomotive?
The general public all over this engine reminds me of when I was younger and they paved the streets around the block we were living on. After the crew was gone for the day, we were playing on the bulldozers and dad took a photo similar to this.
Any information or guesses about this photo would be appreciated for our museum files.
