Dave,

I can’t identify the building or the specific location, but we have the same 
photo in the BRHS Flickr gallery in the "People and Railroad Personnel" album. 
It is dated 1938. I did a Google search for Zephyrs Drum and Bugle Corp and 
found a reference to Wisconsin Rapids, WI. Searching for Wisconsin Rapids 
historic buildings, I don’t see anything that matches the one in the photo.
